Does using two products, respectively w/15 sunscreen equal one 30?
No. It doesn't work like that. If you put on 2 products w/ SPF 15 your total SPF is 15. Adding doesn't work. But...if you hold 2 SPF 15 products and one SPF 30 product then your total protection is SPF 30. Did that bring in sense?

No, you just acquire Greasier. This would work like a 2 Pane Window, not Armor next to Padding.
