Does anyone know if drug use cause drizzling quill?

i think my brother might be on drugs. we have a family picture made and i put my arm around him, he have shoulder length hair and his pelt was drizzling. at that time he would not have have a shower within 2 hours, or worked out any.Does anyone know if drug use cause drizzling quill?
Do you live in a state where on earth it gets humid? I own very sticky hair that can bring 4 hours to dry sometimes.

He could be sweating, or his hair could be slimy. Check his pupils to see if they are dilated or if his eyes are bloodshot. Could be pot, speed, cocaine, or any other stimulant.
If I don't blow dry my hair it is still pretty damp up to 3 or 4 hours after I wash it, so if his pelt is thick, that could be the foundation it was damp. I've never heard of drug use cause wet coat, unless he was using something that made him perspire heavily.
